I agree Notes is also data.  The difference for conversation is, we need to display whether user has replied or tech has replied or no reply sent at all.  Also unanswered user reply is critical (so as to view the user reply and to respond asap).  Where as for notes, we need to identify whether notes is added or not and might not need a color variance.  As mentioned in my earlier reply we want to reduce the usage of color icons if possible (so as to reduce the noise in the page).
