Time Zone Changes after OS upgrade

We have recently upgraded the OS of Manage Engine Service Desk Plus Server from Win server 2003 to Windows Server 12 R2 Std. After upgrading the operating system and moving the application from old machine to the new one, Time Zone of all users automatically changed in SD+ which is GMT-5 Acre time(America/RIO Branco). however the OS time zone is correct. this time zone change is showing wrong timings in every log of request unless the user correct the time zone using Personalize option. Is there any way it can be fixed for all users automatically?

 Moreover some technicians are having issue in adding notes to the requests assigned to them. After typing text when they click on Add note buttion, they are getting error "Cannot add blank note".

Urgent help is required on this.
