We have identified a similar issue but not part of the upgrade.The issue could be recreated with the below steps:

We are planning to fix this in one of our immediate hot-fixes.1. Create some sites and have some Buisnes Rules with multiple criterias using OR.
2. Associate these sites to a technician
3. Edit the technician and remove a site.
4. Check the Business Rule in the sites that are associated to this technician. They would have changed from OR to AND.
